Killdeer, North Dakota City Council denies citizens their First Amendment rights! Will either speak on Monday, or be arrested. Action Item: Please contact Killdeer and let them know you value the First Amendment

Dear Reader,

Please contact the Killdeer City Council, to let them know that every citizen should have the right to publicly address their elected leaders.

Thank you!

The following is my first request to speak at the City Council Meeting, which is completely unconstitutional. No citizen should have to ask permission to speak to their elected body, as that is a right guaranteed to all citizens, by God and the First Amendment. The first request is followed by a clarifying follow up by Matt, with the City of Killdeer, followed by my response again. Finally, it concludes with today’s rejection of my right to speak, and my follow up, stating I will either speak or be arrested.

Hello Matt,

I’m afraid this is unacceptable to not only me, but, every reasoning citizen in America, who understands their God given First Amendment Right. This is deeply disappointing. I am very familiar with the tactic that is being used. It was constantly used when I spoke at city council meetings in Vallejo, California, for seven years. Rather than tell the speaker they could not speak, a very clever strategy is used to say “this isn’t related to our business”. That is completely false. What I am speaking about affects every single human in America, and the world, and certainly in Killdeer.

Besides, the First Amendment applies to every city council meeting in America, including Killdeer.

“Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.”

Congress is the supreme body of the land. If they cannot make a law “abridging the freedom of speech”, then no other entity can as well, including the City of Killdeer. It’s appalling that one has the right to get up to speak in California, which is a Communist hotbed, but not here.
Freedom of speech is not contingent on whether an elected body feels what is being said is “relevant” to city business. That is a clever tactic, which can be used to silence any criticism. It’s not unique to Killdeer, and it appears many municipalities have received training on how to silence ideas the elite do not want the people to hear, yet, to mask the silencing as appearing to be in “the people’s best interests”.

If there is no public comment section, then you ought to make one, so that every citizen of this city has the right to publicly address its elected leaders. If all 750 citizens of Killdeer want to come to a city council meeting and address the council, that is their right, and if the current council has a problem with this, you are in the wrong job, and may I suggest you find another job, and let others do this task? Free speech is not subject to review by any ELECTED BODY in the world, including the Killdeer City Council, nor is it subject to any majority vote, or any law whatsoever. The whole reason the Founders gave Americans the First Amendment was to avoid what happened to Socrates and Jesus, where two men, telling the truth, were put to death by mobs of their fellow citizens, stirred up by the elite to protect their power.

I appreciate your courtesy, and have no personal grudge against anyone, however, we are not in China, where 1.5 billion people do not have the right to publicly address their government, and I refuse to cooperate with tyranny at all.
This refusal to allow not only me, but every citizen of Killdeer their First Amendment rights, is tyranny, and will never be complied with.
Just to show how absurd your policy is, if three members of the Killdeer City Council were involved in criminal behavior, your policy prevents any citizen from coming to the City Council to address the wrongdoing publicly, which is a gross perversion of the First Amendment. You could dismiss the speaker with the same dismissal you gave me, “ due to your discussion topic not relating to any City business and with no public comment section at the City meetings, we won’t be able to put this item on the agenda”.

So, either I come to speak on Monday at five, or, I’m coming to be arrested. I’ve already been arrested three times for not wearing a mask, and I don’t mind getting arrested 100 times for resisting attempts to deny me my First Amendment rights.

Thank you for your understanding,

Sincerely yours.

Hey Ryan,

Thanks for the follow up on the requested item.  At this time, I’m told due to your discussion topic not relating to any City business and with no public comment section at the City meetings, we won’t be able to put this item on the agenda.  However, if this topic of discussion comes up at any future meetings, I will certainly let you know as citizen input is valuable.  My apologies on this Ryan as I assuming this isn’t the answer you are looking for with this.  If you do have City related business at any time for appearance don’t hesitate to let me know.

Thanks!

Great, thank you, Matt.

Since the entire nation is affected by the coronavirus, it is fitting that citizens in every city, including Killdeer, get up to give their carefully researched opinions of exactly what is going on.
My five minute talk will deal with the origins of this shutdown, the causes of it, and where it is going.

People may disagree with me, and that’s perfectly alright. The point of the First Amendment is that every citizen has the right to publicly address their elected leaders. I’m pretty sure most will agree with what I say anyways, though that’s definitely not the point. Free speech is to guarantee that ideas that elected leaders hate are able to be aired. Stalin and Mao believed in free speech for ideas they liked too.

The rights given to us by God, the Founders, and the Bill of Rights, are not subject to approval from any laws period. They belong to all of us citizens, no matter who tries to deprive us of them.
If I do not have the right to speak at a city council meeting, it is a direct blow to the rights of all 330 million Americans, because if one citizen does not have the right to speak, no citizens have the right to speak.

Millions of American men fought, bled, and died so we Americans would have this right, and it is a disgrace that it is at all contested.

Also, since this plandemic is not going to end until people are informed and respond, I would request, though God gave each of us the right, that until this grave emergency is over, I be allowed to speak at every city council meeting until this travesty is over.

Also, city council meetings and school board meetings are where the people of this nation get up to express their wisdom and knowledge about where this nation should go. We are in huge trouble right now because the voices of the common citizens are being drowned out, and instead, a few men who control the media, tech companies, politicians, celebrities, and schools, are simply controlling information and leading us all to our own planned destruction.
Thank you for your understanding,
Best,
Ryan

Hey Ryan:  Sorry for the delay on the response to this.  Per our City Attorney, we are asking you provide a discussion point as it relates to the city of Killdeer for the Commission appearance.  We do not have public opinion section in our meeting currently and are not required to have one per our City Attorney.  However, the Commission understands if there are pressing items as they relate to Killdeer that citizens want to speak on them and rightfully so, so that why we ask for a City related topic for the Commission appearance.  If you’re able to get me the discussion topic by tomorrow I will get it added on the agenda due to the lateness on my end.  If any questions let me know.

Thanks!

Hello Matt,

This is Ryan Messano, and I spoke to you twice about speaking at City Council Meetings.
Here is my website, Messanonews.com.

My topic at the upcoming meeting will be free speech, and how it relates to current events.
I intend to begin speaking at every meeting from now on, as, since I am a tax paying citizen, the Constitution and Bill of Rights guarantees the right of every citizen to speak at every public meeting of the people’s representatives, no matter how desirable or hateful their opinions are deemed to be.

Television, radio, newspapers, Facebook, Twitter, and YouTube are all owned by the same small group of men and they have successfully silenced millions of us telling the truth. (I’m currently blocked for life on Twitter, Facebook, LinkedIn, Instagram, Breitbart, Daily Wire, Huffington Post, City Journal, FrontPageMag, and many more for the crime of calling out the evil bankers who own the Federal Reserve and control Republicans and Democrats). So, while they daily bombard billions of people with their lies, they simultaneously silence those of us telling the truth.

The last forum for the truth to be proclaimed are city council meetings and school board meetings.
Further, there are thousands of us on the oil fields who feel this way, and we work 80+ hour weeks, and it’s a severe burden for us to have to write in advance to request to speak at these meetings.
In California, you simply show up at a City Council meeting, fill out a card, and you are allowed 3-5 minutes to speak when it’s your turn. If they can do that in a city of 120,000 (Vallejo), I cannot understand why it cannot be done in a city of under 1,000.

I hope this rule will be immediately changed, so that the opinions of all tax paying members of this city can be given fair consideration. Whether anyone likes or dislikes the opinions is irrelevant, the point of free speech is that all citizens are allowed to publicly give their opinions for the consideration of the public, instead of having opinions shoved down our throats by the tiny group of elites who control the media, schools, and tech companies.

Thank you!
Best,
Ryan
